Philip Keller is a doctoral candidate in Management Science & Engineering at Stanford and a pre-doctoral fellow at Stanford’s Center for International Security and Cooperation. He studies resource allocation and risk management decisions in dynamic technology environments, with a focus on applications in cyber operations and bio-technology. His research is highly interdisciplinary, drawing on methods from engineering risk and decision analysis, game theory, and operations research. His professional experience includes conducting studies and analysis for the Department of Defense and the Department of Homeland Security, at RAND and the Homeland Security Studies and Analysis Institute. Previous study topics include unmanned aircraft operations, nuclear terrorism, offensive cyber operations and military force structure. Philip holds a B.S. in Mathematics and an M.S. in Defense and Strategic Studies.
