Cai Mingzhao
Minister of the State Council Information Office, China

Mr. Cai Mingzhao was born in 1955 in Jiangsu Province. He is a senior journalist and holds a postgraduate degree. Mr. Cai is Vice Minister of the Publicity Department of the CPC Central Committee, Minister of the International Communications Office of the CPC Central Committee and Minister of the State Council Information Office.

From 1978, Mr. Cai served at the Jiangsu Branch of Xinhua News Agency as a journalist. From 1985, he was Deputy Director of the Jiangsu Branch of Xinhua News Agency. From 1992, he was Director of the Shandong Branch of Xinhua News Agency. From 1993, Mr. Cai was Secretary-General of Xinhua News Agency. From 1998, he was Vice President of Xinhua News Agency and Executive Deputy Editor-in-Chief of the agency. From 2001, Mr. Cai was Vice Minister of the International Communications Office of the CPC Central Committee, Vice Minister of the State Council Information Office and Administrator of China International Publishing Group. From 2009, he was Vice Minister of the Publicity Department of the CPC Central Committee. From 2012, he was Editor-in-Chief of People’s Daily. Since April 2013, Mr. Cai is Vice Minister of the Publicity Department of the CPC Central Committee, Minister of the International Communications Office of the CPC Central Committee and Minister of the State Council Information Office.

Mr. Cai is a member of the 18th CPC Central Committee and spokesperson of the 18th National Congress of the CPC. He is a member of the 10th and 11th National Committee of the Chinese People’s Political Consultative Conference.
