Mr. Rogachev was born in 1962. In 1984, he graduated from the Moscow State Institute of International Relations (MGIMO). In 1998, he received a Master of Laws degree from the University of Ottawa (Canada). Mr. Rogachev speaks English, French and Serbian. He served as diplomat at the Embassy of the USSR in France, the Permanent Mission of the Russian Federation to the United Nations in New York, the Legal Department and the Department on the Issues of New Challenges and Threats, Russian MFA. He has a diplomatic rank - Envoy Extraordinary and Plenipotentiary of the 1st class. Mr. Rogachev received several government decorations and awards. He is married and has a son.
